How do we foster a new type of international relations? What are the challenges for global governance? What contributions can China make?

The 2017 Imperial Springs International Forum was recently held in Guangzhou. Twenty former world leaders and a number of renowned scholars attended the forum to discuss topics on the theme of "Global Governance and China's Perspective." Attending delegates all agreed that the world today is undergoing tremendous change and adjustment. Chinese proposals are expected to contribute wisdom that will change the world.

Contributing wisdom and power for global governance

How can the world better deal with the challenges and facilitate development? Delegates paid special attention to China's development and perspective, and they felt that China could play a more important role in global governance.

We all live on the same Earth and no country can return to the past and disconnect from others, said Ban Ki‑moon, former secretary general of the United Nations (UN). He was impressed by President Xi's remarks on building a community with a vision of a shared future for mankind. Ban said that today the fate of all countries in the world was interconnected, that no country could solve problems independently. He said that the concept of a community with a shared future is very inspiring and very helpful in improving the global governance system, thus enabling all countries to tackle the challenges ahead.

Romano Prodi, former Prime Minister of Italy, said China has already proposed a series of practices to improve the global governance system, including the launch of AIIB. AIIB is an attempt to enable its member states to develop their economies by seeking common ground while setting aside differences in order to achieve prosperity.

"We hope that more new cooperation modes like AIIB can emerge soon to boost international collaboration," said Jenny Shipley, former Prime Minister of New Zealand.

China has acted as a responsible major power on the international stage

Delegates believe a major trend is to intensify global governance due to the increasing challenges around the world. China and regional national organizations should reach a consensus to assume a more active role in global governance.

Huo Jianguo, Vice-Chairman of the China Society for World Trade Organization Studies, said that escalating geopolitical conflicts, fierce global economic competition, and the declining authority of multilateral governing institutions have resulted in new challenges for global governance. China's active participation in global governance reflects its responsibility as a major power. "Global governance cannot be accomplished in a moment. China will accumulate its successful experiences in every matter to influence the global governance system," said Huo Jianguo.

Rebeca Grynspan, Secretary General of the Ibero-American General Secretariat (SEGIB), said that global governance is in need of international, wide-range cooperation, as well as innovations in different sectors. She said, "China has set a good example for other countries in innovation."

China's contributions in tackling climate change and the wealth gap were also hailed by delegates.

Belt and Road facilitates world prosperity

During the forum, many delegates said that the China-proposed Belt and Road Initiative was building a platform that offered more opportunities for cooperation between China and other countries. More Chinese proposals are expected and many countries hope to enhance trade, economic, and cultural exchanges and cooperation with China to achieve win-win development.

Ban Ki-moon said that people are now living in an era when information, communication, and transportation are undergoing rapid transformation. The Belt and Road Initiative is of great significance in boosting regional and international prosperity and peace.

Cassam Uteem, former President of Mauritius, said that the Belt and Road Initiative, containing as it does world-changing wisdom, would play a vital role in helping Africa free itself from poverty and that this initiative would win the respect of people around the world.

"Guangdong has favorable climatic and geographic advantages, plus the support of people under the Belt and Road development framework," said Chen Fengying, a research fellow with the China Institutes of Contemporary International Relations, after paying a visit to the Maritime Silk Road Museum on the sidelines of the forum. Chen said Guangdong is a pioneer in China's reform and opening-up. The province needs to better utilize its regional advantages in the GD-HK-Macao Greater Bay Area to develop its economy, and then expand its economic influence to more areas and make steady progress in the new era.
