"Global governance has reached a turning point, with multiple challenges lying ahead," said Ban Ki-moon, former General Secretary of the United Nations (UN). In the face of huge challenges, such as the global wealth gap, climate change, and the increasing number of immigrants and refugees, what is the way forward for the reform and adjustment of the global governance system?

Former political leaders from around the world gathered at the 2017 Imperial Springs International Forum in Guangzhou, China, on November 28th and 29th, to discuss the reform of the global governance system. During the forum, new terms created by China, such as "a community with a shared vision for the future of mankind," "Belt and Road," and "Asian Infrastructure Investment Bank (AIIB)," among others, were frequently heard in speeches delivered by forum attendees.

The former political leaders were appreciative of China's perspective, practices, and contributions to global governance, saying that China not only considers its own development but also plays an active role in promoting global prosperity. China is offering a new option and a new perspective, which adds Eastern wisdom to global governance system reform.

China's perspective: Emphasize global common interests

Ban Ki-moon, General Secretary of the UN for 10 years, praised Chinese leaders for introducing the concept of building a community with a shared vision for the future of mankind and incorporating it into the report of the 19th CPC National Congress. This concept says that all countries are closely connected and that the world's many problems cannot be solved independently. International leadership is essential to improving the global governance system.

George Papandreou, former Prime Minster of Greece, said that with the uncertainties of global patterns, we need a compass to guide us, and China has a very comprehensive perspective on global governance. By building a community with a shared vision for the future of mankind, China can connect its own interests with the interests of other countries around the world.

Donald Ramotar, former President of Guyana, said that global governance is important for every country, organization, and institution. As globalization continues to proceed, we must take shared interests into consideration and think of a new concept to facilitate international cooperation and global governance. We must focus on more extensive shared interests.

Ramotar emphasized that China understands that development is the absolute principle. China puts this into practice to help other countries realize joint development after they achieve significant self-development. During this process, China also establishes deep friendships and solid cooperative relationships with other countries. China has unfailingly supported win-win cooperation and spared no effort in pushing forward prosperity in international society. China's support for development in the Caribbean area brings greater well-being for local people.

Vaira Vike-Freiberga, President of the World Leadership Alliance and former President of Latvia, said that the world is undergoing profound changes and a new global governance structure is urgently needed. During the exploration of this new structure, all countries need to join hands and seek an innovative way to push forward global governance system reform by taking lessons from China's experiences.

Chinese practices: A new model for development

Romano Prodi, former Prime Minister of Italy, said that all countries are now living in a world with interdependent relationships. Despite the differences of their political systems and ideologies, all countries are in fact in a shared community. This is the realistic foundation for China's proposal to build a community with a shared vision for the future of mankind.

Prodi said China has already proposed a series of practices to improve the global governance system, including the launch of AIIB. AIIB is an attempt to enable its member states to develop their economies by seeking common ground, by shelving their differences in order to achieve prosperity.

Jenny Shipley, former Prime Minister of New Zealand, said that strengthening global governance is crucial to realizing long-term peace and mutual prosperity in the world. All countries should work together to seek innovative ways to put global governance into practice. Shipley took AIIB as an example and expressed New Zealand's full support of the institution. AIIB is a very innovative way to facilitate reform of the global governance system, she said, and she hoped that more cooperation ventures like AIIB would soon emerge to boost international collaboration.

Yukio Hatoyama, former Prime Minister of Japan, said that the China-proposed Belt and Road Initiative was a grand vision of future development, that this initiative could energize development in developing countries by increasing infrastructure construction, while preventing many disputes.

Hatoyama said that the Belt and Road Initiative was rooted in the grand hope of continuous development, mutual prosperity, and the building of a community with a shared vision for the future of mankind. In addition, he said, the initiative offers constructive ways to tackle specific worldwide issues and ease tensions.

Chinese contributions bring profound international influence

Ban Ki-moon noted China's active participation in regional and global affairs. Many areas in the Middle East and Southeast Asia have realized interconnectivity thanks to the Belt and Road Initiative. The progress of the initiative has been shown to increase levels of regional and even global governance.

China adheres to the principle of achieving shared growth through discussion and collaboration in the global governance process, promotes the practice of democracy in international relations, and advocates that all countries, whether big or small, strong or weak, rich or poor, be considered equal members of the international community. China is in favor of the UN's playing an active role in helping developing countries secure more representation and have a greater say in international affairs.

Dr. Chau Chak Wing, President of the Australia China Friendship and Exchange Association, said the 19th CPC National Congress presented China's future development blueprint to the world and announced that China would play a more active role in the reform and construction of the global governance system, especially since China's perspective on global governance had won recognition and support from many countries, especially developing countries.

Cassam Uteem, former President of Mauritius, said that Africa had not grasped the opportunities brought about by globalization and that the continent needed a more inclusive framework for it to engage in international affairs, especially in relation to the development of Africa and the well-being of its people. He said it was vital for Africa to secure greater representation and a stronger say in international organizations, including the World Bank, the World Trade Organization, and the International Monetary Fund.

Romano Prodi said that building a community with a shared vision for the future of mankind was a significant and constructive proposal from the perspective of global governance. He believes that China plays an important role in boosting globalization thanks to its continuous efforts in global governance, and said that Chinese perspectives and initiatives would have a profound influence on the whole world.
