2016 Imperial Springs International Forum opens, attended by former world leaders from over 20 countries

On May 29th, the 2016 Imperial Springs International Forum was held at Imperial Springs International Convention Center in Guangzhou. More than 100 former heads of state and government, including former Australian Prime Minister John Howard, as well as scholars, experts, and business leaders from over 20 countries, discussed the opportunities and challenges that Chinese and foreign cities face in the Belt and Road Initiative.

Hu Chunhua, Member of the Political Bureau of the CPC Central Committee and Secretary of the CPC Provincial Committee of Guangdong, and Zhang Baowen, Vice Chairman of the Standing Committee of the 12th National People’s Congress, attended the opening ceremony.

Distinguished guests included Vaira Vike-Freiberga, former President of Latvia; John Howard, former Prime Minister of Australia; Jorge Quiroga, former President of Bolivia; Madam Jenny Shipley, former Prime Minister of New Zealand; Esko Tapani Aho, former Prime Minister of Finland; Han Seung-soo, former Prime Minister of the Republic of Korea; Benjamin Mkapa, former President of Tanzania; Olusegun Obasanjo, former President of Nigeria; George Andreas Papandreou, former Prime Minister of Greece; Andres Pastrana, former President of Colombia; and Petre Roman, former Prime Minister of Romania.

Co-hosted by the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) and the Australia China Friendship and Exchange Association (ACFEA), this Forum had the theme of "Inclusive, Sustainable and Resilient Cities in the Belt and Road Initiative."

Delegates discussed the common opportunities and challenges that Chinese and foreign cities faced in the context of the Belt and Road Initiative, and explored the optimal cooperation mode, as well as the best ways to maintain harmonious urban development and create a bright future for humankind. The one-and-a-half-day forum consisted of opening and closing ceremonies, a keynote speech session and four breakout sessions.

Hu Chunhua, Politburo Member of the CPC Central Committee and Secretary of the CPC Guangdong Provincial Committee, said during his address at the opening ceremony that Guangdong was a strategic and economic hub, a trade center, and a key engine of the Belt and Road Initiative. He said the theme of this forum conformed to the reality of Guangdong's development and allowed Guangdong to draw experience from other countries and cities to create an urban environment of better quality. Based on the examples offered by sister cities and other exchange platforms, Guangdong will enhance cooperation and communication with cities along the Belt and Road route to achieve win-win development.

Hu Chunhua also commended the Imperial Springs International Forum on becoming an increasingly important high-level exchange platform for Guangdong to strengthen mutual understanding and trust with the world. Since its inauguration, the Forum has, on a yearly basis, invited senior political leaders, scholars, experts, and entrepreneurs from different countries, as well as representatives of international organizations, to hold in‑depth discussions on pressing global and regional issues, while becoming more influential along the way. Hu believed that the Forum was bound to play a decisive role in pushing Guangdong's opening-up to the next level.

Dr. Chau Chak Wing, President of Australia China Friendship and Exchange Association and Founder (ACFEA) and Chairman of the Kingold Group, elaborated in his speech that this year's Forum focused on the practical topic of city development, aiming to build more sustainable, greener, and resilient cities.

Madam Vaira Vike-Freiberga, former President of Latvia, stressed that China's Belt and Road Initiative had created an excellent platform for global trade, and economic and cultural cooperation. By taking part in the initiative, countries wishing to form closer ties with China in order to share opportunities, tackle challenges, and achieve common development had that opportunity.

John Howard, former Prime Minister of Australia; Jenny Shipley, former Prime Minister of New Zealand; and Montek Singh Ahluwalia, former deputy chairman of the Planning Commission India, also gave speeches during the forum.

Zhu Xiaodan, Vice Secretary of the CPC Provincial Committee of Guangdong and Governor of Guangdong Province, and Guangdong provincial leaders including Zou Ming, He Zhongyou, and Wen Simei, along with Wen Guohui, Mayor of Guangzhou, and Xu Qin, Mayor of Shenzhen, were also at the forum, where they were joined by top officials from the central, provincial, and various municipal governments.

The Imperial Springs International Forum grew out of the 2011 Imperial Springs International Summit and was officially established in 2015 with the approval of the Chinese government. It is currently co-hosted by the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) and the Australia China Friendship and Exchange Association (ACFEA) and has become an important platform for people-to-people diplomacy and international exchanges.
