Cities along Belt and Road route strengthen cooperation

Politicians and scholars from around the world put forward the Imperial Springs Initiative, with a consensus on promoting global city cooperation, seeking green growth, and sharing development achievements during the 2016 Imperial Springs International Forum at the Imperial Springs International Convention Center in Guangzhou, which concluded on May 30th.

At the closing ceremony, Dr. Chau Chak Wing, President of the Australia China Friendship and Exchange Association (ACFEA), was appointed Chairman of the Asia-Pacific Region World Leadership Alliance–Club de Madrid President's Circle by Madam Vaira Vike-Freiberga, former President of Latvia and President of the WLA–Club de Madrid. Dr. Chau also received the Award for Contributions to People's Friendship from Ms. Li Xiaolin, President of the Chinese People's Association for Friendship with Foreign Countries (CPAFFC), for his outstanding efforts in facilitating friendly exchanges between the people of China and Australia.

There were six seminars and several keynote speeches during the one-and-a-half-day forum. More than 100 former heads of state and government, as well as scholars, experts, and business leaders from over 20 countries, conducted in-depth discussions on building inclusive, sustainable, and resilient cities under the Belt and Road Initiative, while providing solutions to current development obstacles and sharing their visions for urban development of cities along the Belt and Road route.

The distinguished guests reached a consensus on promoting global city cooperation, seeking green growth, and sharing development achievements, which was formalized as the Imperial Springs Initiative.

Providing a viable cooperation model for global governance

At the forum, many guests noted the changes and challenges the world is currently facing, including rising protectionism, intensified trending of anti-globalization, the climate change crisis, and the issue of severe poverty, all of which have been profoundly shaping the urban development paths in many countries. Jenny Shipley, former Prime Minister of New Zealand, said that with more international cities emerging in the world today, people from different countries can live in the same city, adding that social inclusiveness is the determining factor of a city's ability to resist risks. She went on to say that the Belt and Road Initiative seeks multilateral cooperation and benefits and provides an important platform for cities to promote social inclusion.

John Howard, former Prime Minister of Australia, reiterated the significance of globalization and the importance of raising people's awareness of openness, saying that every country should have mechanisms to combat protectionism and anti-globalization trends. Montek Singh Ahluwalia, former deputy chairman of the Planning Commission of the Republic of India, said that the discussions about the Belt and Road framework should be held in the context of the UN's 2030 Agenda for Sustainable Development. He said that the Belt and Road Initiative had adapted to the needs of global and regional advancement, as more and more Asian cities have benefited from Belt and Road development in terms of building better transportation infrastructure and achieving mutually beneficial urbanization progress. The Indian economist also said that win-win growth in Asia could potentially influence other continents across the world. Many guests attending the forum agreed that the Belt and Road Initiative provides a viable cooperation mode for global governance.

Six themed discussion sessions were held during the 2016 Imperial Springs International Forum on a variety of practical topics, including the 2030 Agenda for Sustainable Development, urban cooperation, and infrastructure and resources development and investment, which reflected the perceptiveness and pragmatic nature of the forum. Politicians and scholars from around the world reached a consensus on promoting global city cooperation, seeking green growth, and sharing development achievements. At the forum’s closing ceremony, the organizers announced the Imperial Springs Initiative, a significant milestone of the ISIF.

According to the Initiative, the Australia China Friendship and Exchange Association (ACFEA), the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) and the World Leadership Alliance–Club de Madrid recognized the importance and international influence of the Belt and Road Initiative.

Based on shared concerns, the three parties promised to organize more discussions for specific issues in order to boost local economic and social development.
